Russian President Vladimir Putin believes a passenger jet headed from Israel to Siberia was downed over the Black Sea by terrorists, not by a Ukrainian missile.

CNN reports that a Russian airliner was shot down by a Ukrainian surface-to-air missile and crashed into the Black Sea.
